"But now hath He obtained a more excellent ministry, by how much more also He is the Mediator of a better covenant, which was established upon better promises. For if that first covenant had been faultless, then should no place have been sought for the second." Hebrews 8:6-7.   We must determine from the Scriptures which covenant was it that failed, before we may understand why it did.  Many people are not aware that there were at least two covenants made at Sinai.  I hope you will follow me as I attempt to show the difference.

Here is one of them: "And He declared unto you His covenant, which He commanded you to perform, even Ten Commandments; and He wrote them upon two tables of stone ." Deuteronomy 4:13.  Says Moses: "These words the Lord spake into all your assembly in the mount out of the midst of fire, of the cloud, and thick darkness, with a great voice: and HE ADDED NO MORE. And He wrote them on tables of stone, and delivered them unto me." Deuteronomy 5:22.   "…. THE TABLES OF THE COVENANT." Deuteronomy 9:9.  

Can we find another covenant made at Mount Sinai ?  Moses speaking again: "And the Lord commanded me at that time to teach you statutes and judgments, that ye might do them in the land whither ye go over to possess it." Deuteronomy 4:14.  "These are the statutes and judgments and laws, which the Lord made between Him and the children of Israel in Mount Sinai by the hand of Moses." Leviticus 26:46. Please read the entire book of Leviticus to find them. 

Moses is recorded presenting this to the people in Exodus 19:3-11.  "And Moses came and called for the elders of the people, and laid before their faces all these words which the Lord had commanded him." Exodus 19:7.   But had these statutes and judgments become a covenant?  In Exodus 24:3 we find recorded Moses again presenting "all these words" of the Lord and "all the judgments" and all the people answered with one voice and said "All that the Lord hath said we will do" and Moses "wrote all the words of the Lord" (Exodus 24:4), obviously in a book.  "And he took the BOOK OF THE COVENANT, and read it in the audience of the people: and they said, All that the Lord hath said will we do and be obedient. And Moses took the blood, and sprinkled it on the people, and said, BEHOLD THE BLOOD OF THE COVENANT…" Exodus 24:7-8.

The two covenants are distinguished by the names: " The Tables of the Covenant" and "The Book of the Covenant".   But which one of these became "The Old Covenant"?  "For if that first covenant had been faultless…" Hebrews 8:7.   So it was the first covenant that "waxed old and vanished away" Hebrews 8:13 .  But which one was the first?  The writer of Hebrews gives us some information to help better identify the "First".

"Then verily the FIRST COVENANT had also ORDINANCES of divine service, and a worldly SANCTUARY." Hebrews 9:1.  That definitely clears "The Tables of the Covenant", for Moses says: "God wrote Ten Commandments and HE ADDED NO MORE". Deuteronomy 5:22.  No ordinances, no sanctuary services there.

Now what about "The Book of the Covenant", are any ordinances there? "And the king commanded all the people, saying, Keep the PASSOVER unto the Lord your God, as it is written in the BOOK OF THIS COVENANT." 2 King 23:21.  Was the Passover an ordinance? "And if the stranger shall sojourn among you, and will keep the Passover unto the Lord; according to the ORDINANCE OF THE PASSOVER…" Numbers 9:14 .  And which covenant does the Apostle Paul tell us was nailed to the cross?  "Blotting out the handwriting of ordinances that was against us, which was contrary to us, and took it out of the way, nailing it to His cross." Colossians 2:14.  It is very clear that the covenant containing ordinances became obsolete.  Here is why Paul could confidently say: "…FOR EVEN CHRIST OUR PASSOVER IS SACRIFICED FOR US." 1 Corinthians 5:7. 

Why is the Old Covenant described as "That which decayeth and waxeth old is ready to vanish away"?  It is because it was only temporary and had to make place for the "New Covenant promise" that was first made to Adam and Eve in the Garden of Eden after they had sinned, and the entire human race was separated from God ( Genesis 3:15).  God's "Covenant Promise" was that Jesus would give His life and pay the debt for man's sin.   That which became the "Old Covenant" was that which prescribed sacrifices, festivals and ordinances which God instituted as teaching devices in revealing His plan of salvation.  Those symbols and sacrifices were to typify the life, death and resurrection of Jesus and through which finite minds may have a faint view of the great sacrifice to be offered. The consequences of and the price for sin were to be physically seen, powerfully experienced and described in concrete terms, that it may be forever settled that the wages of sin is death.  

The "Daily Morning and Evening Sacrifices" were continually offered, reminding the people of the real sacrifice yet to come.   The bloody knife, the slit throat and the innocent dying lamb echoed strongly that the "New Covenant Promise" required the life of the innocent Lamb of God.   Jesus Christ must be sacrificed.  So it is seen that this system of sacrifices could not remain for it pointed only to the Real Sacrifice:  "For the law having a SHADOW OF GOOD THINGS TO COME, AND NOT THE VERY IMAGE OF THE THING, can never with those sacrifices they offered year by year continually make the comers thereunto perfect. FOR THEN THEY WOULD NOT HAVE CEASED TO BE OFFERED…? For it is not possible that the blood of bulls and goats should take away sins." Hebrews 10:1-4.   "…The blood of Jesus Christ  cleanseth us from all sin." 1 John 1:7.
